    Corruption at the Highest Levels - European Commision

    Commissioner John Dalli has today announced his resignation as a member of the Commission, with immediate effect.

    Mr Dalli informed the President of the European Commission Jose Manuel Barroso of his decision following an investigation by OLAF, the EU's antifraud office, into a complaint made in May 2012 by the tobacco producer, Swedish Match. The company alleged that a Maltese entrepreneur had used his contacts with Mr Dalli to try to gain financial advantages from the company in return for seeking to influence a possible future legislative proposal on tobacco products, in particular on the EU export ban on snus . As soon as the Commission received the complaint it immediately requested OLAF to investigate.

    The OLAF final report was sent to the Commission on 15 October. It found that the Maltese entrepreneur had approached the company using his contacts with Mr Dalli and sought to gain financial advantages in exchange for influence over a possible future legislative proposal on snus. No transaction was concluded between the company and the entrepreneur and no payment was made. The OLAF report did not find any conclusive evidence of the direct participation of Mr Dalli but did consider that he was aware of these events.

    The OLAF report showed clearly that the European Commission's decision making process and the position of the services concerned has not been affected at all by the matters under investigation.

    The final OLAF report and its recommendations are being sent by OLAF to the Attorney General of Malta. It will now be for the Maltese judiciary to decide how to follow up.

    After the President informed Mr Dalli about the report received from OLAF, Mr Dalli decided to resign in order to be able to defend his reputation and that of the Commission. Mr Dalli categorically rejects these findings.

    Mr Barroso has decided that Vice President Maros Sefcovic will take over the portfolio of Mr Dalli on an interim basis until a new Commissioner of Maltese nationality is appointed in accordance with article 246 (2) of the Treaty on the functioning of the European Union.

    Mr Giovanni Kessler, Director-General of OLAF will be available in the press room after the midday briefing tomorrow.

    Recently, the European Union has decided to try banning Snus and E-cigs.
    The Health commissioner of the European Union tried to ask the Swedish Snus maker for a bribe.
    The Swedish Snus maker said no, and sent a complaint to the EU fraud squad. Today, the Health Commissioner resigned.

    Swedish Match has the following comments to the press release and to the OLAF investigation which has now been concluded:

    - Swedish Match takes this incident very seriously. The incident was promptly reported to the European Commission, and the report from the Anti-Fraud Office has confirmed that the notification was warranted and that a thorough investigation has been conducted.

    - Swedish Match expects that the European Commission in the future will ensure a transparent and legally fair process for the proposal of a new Tobacco Products Directive which is expected during the autumn.

    - Swedish Match expects that proven scientific facts regarding snus, including the well documented significantly lower health risks compared to cigarettes which are allowed in the EU, are considered in a continued fair legal process for the proposal of a new Tobacco Products Directive.



    The fact that they weren't willing to buy votes to stop the ban on snus import shows integrity.

    I'm shedding a tear of joy. There is some hope in this world.

    Makes me wonder if the EU commission has asked E-cig makers for a bribe to stop the ban on e-cigs.

    Makes me wonder how much the EU commission is already getting from the Pharmaceutical companies.

    This guy was the EU HEALTH commissioner for **** sake!

    I'd like there to be an investigation to reveal if in fact he did receive money from the Pharmaceutical companies.

    Surely there must be justifiable grounds to go into his bank accounts and check it out.

    Christopher Snowdon on twitter put it best ; "So it turns out that EU nicotine policy is based on who'll give the biggest bribe. Any comment from the pharmaceutical industry yet?"

    Relative to big business, politicians are not corrupt and relative to politicians big business is not corrupt.

    The annoying thing is that this one bribe involves the possible health of millions of people for many many years, billions of dollars and affects dozens of companys.
    If they sweep it under the table or give him a token slap on the wrist .. well he just moves on to some other corporate job and goes about his life as per normal.

    I would like to see punishments fit the crime scaled by the amount of people it affects.

    If you get done for corruption .. well lets says a court finds a $100 fine and a month in jail is a suitable deterrent .. then look at how many people where affected by that bribe .. lets say 100 million people.
    thats a 10 billion dollar fine and a few hundred million years in jail. Hand over everything you own and leave the population thanks.


    Thats a deterrent for those in power. The more power, the more you lose.

    Unfortunately because they have power, they are in a position to ensure that the outcome will always fall in their favour above the little guys.
